چکیده

The Disaster Management Tool (DMT) supports information management during crises. It has been designed to support field workers, on-site coordination centers and headquarters by facilitating an efficient flow of information between them. In this paper we describe the functionality and architecture of the DMT and give insight into our development process over the last four years. The DMT has undergone extensive field experiments during a series of Assessment Mission Courses (AMCs) for experts in coordination and assessment within the European Civil Protection Mechanism. Results and lessons learned from these experiments are presented.

Concept for an Integrated Disaster Management Tool

In general, earthquake disasters in urban areas can hardly be handled by the operable disaster response teams of the affected region. An efficient and integrated disaster management could support their activities and help to limit human losses. Based on EQSIM, a damage estimation tool developed within the German Collaborative Research Centre 461: “Strong Earthquakes, a Challenge for Geosciences...

DMT-EOC – A combined system for the Decision Support and Training of EOC Members

The first hours after a disaster are essential to minimizing the loss of life. The chance for survival in the debris of a collapsed building for example decreases considerably after 72 hours. However the available information in the first hours after a disaster is limited, uncertain and dynamically changing. A goal in the development of the Disaster Management Tool (DMT) was to support the mana...

Decision Support for the Members of an Emergency Operation Centre after an Earthquake

The first three days after an earthquake disaster demand good decisions in a very complex environment. Members of emergency operation centres (EOC) have to make decisions with limited information and under high time pressure. But the first 72 hours of disaster response activities are essential to minimize loss of life. Within the interdisciplinary German Collaborative Research Center 461: “Stro...
